I have this mandrill. It was originally used for truing down tires on a 1/8 scale nitro RC car. Now I use it for 1/25 scale tires. The way I can make it work is because I have these two shallow conical discs. Also from the RC car. They were used under the body clips to protect the Lexan body. The pictures show the rest.

Cool. I just put mine on a socket that's the right size then hold up a pice of sand paper to it. I start with something coarse like 600 grit then work my way up to 1000.

use 2 nuts and you can stop them loosening in the same way as tie rods on your 1/1s

I use something similar to this, uses a couple of tapered plastic plumbing washers about the size if the hole in the tire, once they pass through the 1/8" Screw and Nut they center inside the tire with little if any runout issues.
