trying to find...

clear three view plan drawings, scalable, for both an M2 .50 cal and an M1919 .30 cal.....

i've made two, very crude scratchbuilt m1919's.... too crude to be acceptable. maybe draped with a tarp, they'd look okay...... or under a camo net.

and a history of the little-known "Grain Crisis of 1982: the Border Wars in Kansas and Missouri".....

or it's companion piece, "Bloody Kansas: What Price Corn?"......

What on earth are you talking about? You're talking about WWII and the Civil War ("Bloody Kansas," which I have no idea how that relates to 1982). This is mostly a car forum, and only a few know about armor, though some do. Do you have reference visuals? This is the weirdest post I have ever seen here. Cuckoo.

whimsy, it seems, is seldom encountered some places. first off, i was hoping somebody had, in their files, some source material to go on to build some scale machineguns, hopefully that i could scale to 1/24 or 1/25. the second part was alternative history, the "whimsy" of which i spoke.

I would check on the Armourama forum. It's free to join and there's probably someone there that would have the info you need?

another source would be finescale modeler forum

as to your question about scale drawings, i didn't find any, but there were plenty of references by going to Google and search for M1919 .30 cal and then click "Image" in the LH sidebar. there were plenty of side-on photos and a few exploded view drawings that may be useful. i'd imagine there's probably plenty of machine guns in various armor kits. You just need an armour modeler to tell you which one.
