Brand new Super Swampers actually had that flashing on the tread. We would spray Armorall on the entire underside of the truck along with the tires including the tread. It wasn't an off road vehicle by no means. That was before I had responsibilities though.

The tires were from American Satco (Scenes Unlimited is a great source for similar ones now). The wheels are rear dragster wheels. The front springs are metal coil springs. Front bumper and shocks are from a Big Foot kit. All the other lift parts were made from styrene and copper wire.
