LOL I think they did that so you could easily throw the long object on their all by yourself and tie it down with ease. Notice the other truck has a bar on the front bumper also.

I have to agree about the larger pipe rack for most cases, but they may have some products that are as long as the truck that would need to be supported from end to end. If that was the case than such a conversion would be the best solution.
