Easy one: Stick 'em in a southerly-facing window for a couple weeks. (I've also put them on the rear package tray of my car in spring, before it gets TOO hot in there.) The yellow will bleach right out. 

Then, before using, coat 'em with Micro Superfilm. You're golden! (And the decals aren't. See what I did there?)

 After sun bleaching the decal sheet you can overcoat it with a lacquer clearcoat. Testor One Coat (non one coat) is a good one to use, old formula Tamiya TS-13 is not.

The Micro product is made specifically for this use, and works wonderfully. I prefer it. Why take a chance with rare decals?

Gotta' go with  Snake, here. Micro Superfilm is excellent stuff. You can brush it right over the decals. It flows out, beautifully, and, I have never had a sheet fail on me, after using it.

If the yellow doesn't bleach out, it may just be a dirty decal. I've seen the yellow wipe off the front of a wetted decal before. Of course that won't work if it's been overcoated. Then again the decal might disintegrate if you wet it sufficiently without overcoat. Light wiping with a damp tissue might work. You takes your chances.
