Ok. What went wrong?

The paint turns dull and rough. The one on the left is decanted Testors enamel, the one on the right is lacquer. Both went on good. Humidity?

Crazing. The lacquer etched the plasticon the roof. The rear deck looks like the paint dried before hitting the surface, sprayed to far away.

  Humidity has a lot to do with it but both of them needs clear coat..lacquer drys flat ..

That is not quite accurate. Lots of lacquers produce super-glossy finish.

Only the ones which are base coat in base-coat/clear-coat paint systems dry to a satin finish, because they need the glossy clear coat.

The one on the left looks like it went on too dry on the trunk.  The rest of it looks like a first coat which can be rough.  I'd sand the whole thing lightly and spray again.  Building up the paint and then a final wet coat will bring the best results.  The lacquer could be a humidity thing which can be polished out.  However, again I would give it a light sanding and apply more light coats to let the paint build up slowly with a final wet coat.  Wait for a relatively low humidity day.  Polish only after the last coat is really dry.

The cloudy looks like it is from humility or better known as blushing, I keep a small heater handy to point at mine when painting to help prevent that. They both look like they were to dry but the right one kind of looks like the sanding scratches are coming up like to course a paper was used.
