The Hippy Dippy Weatherman was a George Carlin bit. He hosted once or twice, but was never a regular. Don't remember him doing that bit on SNL, as he had moved on to other things at that point, but its possible.

He never performed the skit on SNL. He did a little bit on the Tonight Show in 1966

 

on the Ed Sullivan Show in 1967

 

and on The Smothers Brothers Show. I can't find that clip; but, it was during Season 3 in 1968.

Could he have been thinking of Father Guido Sarducci? I think he did the weather sometimes. I distinctly remember once he said the night was going to be very clear, "Good night to look for UFOs." 

BTW, for those of you who love the ancient SNL but don't "get" GYWYHSACWAAP, I just realized she's sort of a 21st Century mashup of two classic Gilda Radner characters: Emily Latella and Roseanne Rosannadanna.

"Roseanne Rosannadanna" was a play on the name of a real person, Rose Ann Scamardella, who was a reporter and anchor of the 5 P.M. edition of "Eyewitness News" on WABC-TV Channel 7 in New York.
