Can anybody tell me how and where to make a so-called PM (Personal Message)?

To send someone a PM, first click on the person's name above their avatar.  When that page opens look at the top and there is a button that says "message".  Click on that and it will open up a page similar to the one you get for a reply, except it asks for subject.  Type the message in the box, hit submit.  And that is all there is to it.  When they reply you will get a red number on the envelope at the top of the forum page.  Click on the envelope and it will open the message reply.

I don't even have to click on the person's name. When I hover the mouse over the name for a second or two, and a popup window appears with that person's information. On the bottom of that window there is message link (with an envelope picture). Click on that link and it will bring up a composing window for a personal  message (PM).
