Applied a water slide decal on my model today and the second it hit the surface it stuck and would not move for adjusting into place never happens before

You should always apply some water to the model surface  then once in position  use a qtip or paper towel  to  remove excess water from beneath and on top of the decals then apply your setting solution of choice.

As Classicgas suggested having a drop of water on the surface you are applying the decal too will allow you to move the decal into position. Another tool to think about using is a dedicated paint brush. I also use a very soft small paint brush that is used only when applying decals. Another thing to think about when the decal is where you want it is to use the edge of a paper towel to just touch the edge of the fluid around the decal. The towel will draw the moisture away without touching the decal. Just some extra ideas to try.

You can also re-float a decal with some water or Micro Set as long as you don't wait too long. Just get the decal and the area around it wet and the water will make its way under the decal and you can move it around.

Make sure your model surface is wet when you put your decal down.  I use my finger to move them in place but I keep my finger wet. Like David said above I use the edge of paper towels to soak up the water..

What model kit was this?

I noticed that some of the 1:43 scale resin kits from NEO use thin stickers that are on a decal paper carrier.  You wet the paper to remove the decal image, but when it is applied to a model it sticks right away (like a sticker would).
