I have an old built 70 monogram chevelle I'd like to re-paint. Is there a way to remove the bare-metal foil? Tia.

Are you immersing the body in Super Clean or some other sort of stripper? If so it should come off with the paint.

As mentioned, some paint strippers should make short work of it. Saving that, I would try a firm toothpick or bit of sprue sharpened into a chisel end to scrape away the old foil. An Xacto blade can be helpful, too. Any remaining stickum can be removed with Goo Gone, WD-40, or similar.
