Nah, I think it can be fixed so long as the chassis and body shell aren't too badly hacked up. Lose the fenders, remove the stupid stuff from the grill, maybe make sure there isn't anything stupid going on between the front and/or rear tires, then finish the bodywork and paint it.

Thats not a rat rod, I think it is a unfinished project where the goal is to make a scary looking car for some slightly scary movie about a haunted house with a dead family in it. Imagine it with runningboards connection the front and rear wings and something infront of the radiator connecting the two fronwings together. Then having it in black with the radiator and headlight making some sort of scary face. With some skulls and dark lighting and smoke and spooky backgroundmusic (no, not Dusty Springfields Spooky) and it would scare grey hear on kids and old people in to the grave.
