The parts and figures in the pics certainly didn't arrive from China pre-painted, and nobody told the guy that painted them that China would be pre-painting production kits.  I think you'll find a "paint available at your hobby dealer"-type  notation on production packaging. 

Picture the box art with all of those pieces in raw white plastic....wouldn't look too appealing on the shelf.

I honestly thought they came pre-painted. Round2 (or the Forever Fun group, being more specific) offers pre-painted figures, and Round2 has even posted images of the factory in China where there items are hand painted on their Collector Model blog, so I didn't think it was a huge stretch.

Considering that they did not paint the resin Joker figure in the Goon car kit, I highly doubt they would pre-paint two generic plastic dudes in a tool kit.

Your right, its not that out of place. But it is greyed out on the instructions as not being used and among the other parts I do wonder if these parts belong to some other type of kit.

Saw that, my guess is they had a lot of people asking if the first two sets were pre-painted, since they only showed pictures of box art with finished items, and no pics of parts on trees or unassembled, unpainted parts.
