David, I did not mean for my comment to be interpreted as a bash to Dale Earnhardt. Using the word obsessed was probably too strong when "determined" would have been a better word choice. I always had a great deal of respect for Dale, and his last win at Talladega was absolutely breathtaking. Dale took his safety seriously. Unfortunately, what he thought was safe in some cases turned out to be incorrect. He actually believed that an open faced helmet was safer than a closed face helmet. Dale Jr. changed to a closed face helmet and felt the full wrath of Dale Sr. for this choice and it was due to Dale's perception of safety. NASCAR deserves a lot of criticism for their handling of safety at this time. NASCAR put the full responsibility of safety on the teams. So open face helmets, the HANS device being optional and the non-uniform location of the safety belt anchors was acceptable. The teams around this time discovered the Holy Grail for car construction, which was they solved front end flex. This meant one car could be built almost identically to another which in turn enhanced speed by keeping the contact patch of both front tires (the right front in particular) adhering to the track as the teams wanted. The way in which they did this was to use a heavier gauge of steel tubing in the front clip and they added a lot of additional bracing. The problem was that the front end of the cars no longer crushed so that they could dissipate the energy of the crash. A car that ran into a wall head on would "crush" only to the front tires and then it would be like two brick walls colliding into one another with the remaining impact of the crash being absorbed by the driver's head and neck. The teams had no choice but to all follow one another as the cars built with this new front chassis design were faster. However, they did not have the resources to see what impact this had on the crash worthiness of the cars and drivers died. Kenny Irwin, Jr., Adam Petty and Dale Sr. all passed within 12 months of each other as I recall. NASCAR could rationalize the first two as Irwin was a journeyman and the Pettys may have rushed Adam to Cup, but Dale was the King at Daytona and restrictor plate racing in general and their rationalizations all fell flat with Dale's passing. -
You are exactly right. The biggest problem is that many governmental entities have laws or ordinances that require acceptance of the lowest bidder. I work in government, and in my last job, I was involved in the bid process to select bidders for some of the contracts the agency I worked for was responsible. The statutes we worked under did not require acceptance of the lowest bid, but if we wanted a higher bid, the justification we had to provide was so onerous that it was not worth the hassle. In theory, these statutes and ordinances make sense because the governmental agencies are trying to save the tax payer money. However, in practice it goes sideways very quickly.

Danno, We live outside of Topeka in the northeast part of the state. Last time we spoke about this, he was interested in the Lawrence or Overland Park police departments. He is working toward a double major in psychology and criminal justice. His goal at the moment is to put some time in at a local department and then work toward what he refers to as the alphabet agencies - FBI, etc.

I saw a recent photo of Heather Locklear in the past 6 months or so and she is still a very, very pretty lady. My son wants to go into law enforcement, and when he is home from school, he likes to watch some of the police shows that are on t.v. I usually don't pay too much attention to them, but one of the episodes I did. It was a second generation officer who received some advice from his father when he joined the police force. The father said that most people are very nice. It's a matter that when these people are interacting with the police, they are going through a very rough time in their lives. This may very well apply to Heather Locklear.

Matthew, nobody is saying he hasn't been in bad accidents before. However, at some point a guy's luck runs out, and the next bad accident is the one he does not walk away from. -
