Depending upon where you go on the interwebs, its either a work of art or a boat to get some Cubans to the US. Rumors of it being a Narco Sub are unfounded. I think it looks a bit creepy. The artist's name appears to be Esterio Segura. It was shown in 2012 as part of an outdoor art show in Cuba.
