Na, It's just whoever came up with that and posted it on facebook has no grasp on geography. 

Even a dumb Canuck like me knows Mount Rushmore is several hundred miles from the border. 

It could be taken as mildly insulting if it didn't say more to the ignorance of whoever made it up than the insult it was meant as.
