What brand of paint are you looking for? I'm gonna guess Tamiya?

For brushing (including airbrushing), talcum powder can be added to pretty much any paint to "flatten" it.  Very little is needed, just how much can be determined by mixing in different amounts and keeping track.

Corn starch will work as well.

most of the warhammer and citadel miniatures paints are flat. they thin nicely with tamiya thinners too but many of the metallics need a base coat

I have used acrylic paints that sprays flat. A most of them need Gloss to get a shiny finish. Also, a lot of basecoat paints sprays flat and need a gloss coat. Check out Splash paints

Most of their paint require a gloss coat.

I have accidentally made flat paint by decanting a Testors Gloss Competition Orange and then thinned it too much with lacquer thinner for airbrushing.
