The V-16s powering the original is IMO one of the prettiest engines ever made, though I have no idea what the quality of the kit engine is like. Sometimes the manufactures would sell these type of cars to local police departments for $1. They wanted to have the cars out on the streets to be seen. I know Ford did that in the 80’s with Lincoln Town cars. Sold them to the Dearborn police for a dollar each. I remember seeing them decked out as patrol cars all around that city. 1

While a Town Car Cadillac might be highly unlikely as a police car (particularly during the Depression!), you can still have some fun kitbashing the kit. ? 1

I built that in the 80's!! It was pretty trendy at the time. Still a favorite of mine. Built because the model club I was in claimed all I could build was NASCAR racers. So I did this......
