So... what is a "paper bag rebuild?"

I'm running a Paper bag contest in one of the clubs I belong to what we usually do is I have Dave Burket (The Modelking) Supply me with Kits that he wraps in Paper bags those that sign up Pick a bag not knowing whats in side and I have in the past wrote a color on an index card put it in an envelope and let the guys pick an Envelope and that's what they have to paint the model they ended up with we've been doing this for a few years and the guys have fun with it, This year I went with old and new Built ups and the guys can do what ever they want to the model, we took pics of what each guy ended up with so we can see what they had to work with. Here is what I got and what I did so far.

The Original builder Painted everything than Glued it together without Scraping paint or chrome so it came apart very easaly, dont have any idea what kind of paint he used but that came off nicely with only one soaking in Easy Off oven cleaner, found a crack in the roof and the right side A piller broken.
