Hey Neal....I gotta agree with the guys ...Strip it and start fresh.
But....What was the cause of the peel ???? With white primer used on bare plastic,properly washed and sanded coverage is a bear to say the least...even with tamiya white. I would suggest a light grey as a base ...couple of mist coats do your sanding...or??..
Then hit with your white...it will take 4 or 5 light mist coats..and it will lay smooth. I shoot all grey primers and if using light or neon colors HOK BC26 white base will work very nice.........just a couple of my cents worth
