After Googling "duckbill wing", I think you are looking at scratchbuilding one from some Evergreen or Plastruct plastic stock. The muzzler could be easily made from some aluminum tubing. A trip to your local hobby shop should provide what you need.

A friend has a '96 Corvette hardtop. Base model, with the TPI'd 350. Completely stock. What kit or combination of kits, would I have to get to come up with this replica. He's sending photos, I'll post them when I get them. Any assistance would be appreciated. Thanks.
