(I've seen carriers reload for their route 3-4 times in a day) The Postal Service is VERY strict on overtime, so what may have happened is your carrier worked his 8 hour shift without completing his deliveries and a part-time helper or a carrier that requested overtime finished your route. I pay online but this means someone out there gets to look at everything we bought, etc. Nice job USPS! Never did get my July issue of Motorsport so that's somewhere out there too. The very nice people with the magazine sent me a replacement.

It might truly just be lost in the mail (like getting chewed up by a sorting machine), so it is possible that nobody actually saw what was on the bill. I think that scenario is more feasible than someone actually stealing the envelope.
