They are only wheel and tire halves to fill in the fender.

Yep...if you complete the circle of the tire it extends above the fenders. Still cool looking.

I have been looking at this thing for months and didn’t notice that the lower section has been removed until you said that. Of course I have never seen it up close. There is also a doorway cut between the bed and cab.

I don’t think that this one is finished yet. It has been sitting there for months, but I can tell that it is being worked on. 
 

As far as what might pull it, maybe something like this?

I don’t think this one will float. I think it’s for those hard to get fishing spots and not run out of beverages..

I thought maybe the 4x4 pontoon boat style truck could pull the pickup truck style boat to the water.?

I guess if you want different its fine. Don't see it as that practical for a boat. An awful lot of work to be different.
