I have been looking at this thing for months and didn’t notice that the lower section has been removed until you said that. Of course I have never seen it up close. There is also a doorway cut between the bed and cab.

As far as what might pull it, maybe something like this?

I think it’s for those hard to get fishing spots and not run out of beverages..
