Sodium bicarbonate is a white solid that is crystalline but often appears as a fine powder. Wikipedia It is also hygroscopic (absorbs water) so it's probably not the best thing to paint over (or leave in contact with that freshly blasted metal.)

I would think that with 1000+ positive feedback and no negatives(if it's who I think it is), he's probably not scamming people.
