Anyone know if there's some way the wealthy use purchases like these as a write off. Use them as advertising or something and claim a partial business expense or some charity auction thing. Might explain the low mileage and lack of services. Or its just ego driven impulse buying.

Probably solvent pop. Basically the next coat traps the solvent of the previous and it tries to work its way out causing this. Like Stuart said, strip it and start over is a good idea. Too heavy with paint, too soon with the next coat can cause this. The type and brand of paint can be very helpful for others to identify the issue and give advice. If you sand, you might lose some detail, like the emblem or the wheel arch trim.

These were "cold" bent, I used a pair of tweezers to act as a brake. I roll the the piece between my fingers to get a bit of heat in it and position the tweezers. The tight bends at the head are kinda "cheated". I bend close to a 90 degree, trim for length than chamfer the end. That allows you to angle the pieces where you need them and solvent glue takes care of the rest with a little pressure. The rings on the flange act as a "well" and give a positive location. Hope this makes sense, These are the first set I've ever made.

Bleached/Sunburned paint

This example is the extreme side, I basically reproduced what happens in nature. Multiple colors, coats, very light airbrush to simulate a spray bomb job. Very little sanding on this. A stiff brush over almost dry paint for the blending. There's laquer, enamel and craft/water based paint on this thing. Sealed with testors dullcoat. It even feels crispy. -

Seen that on vw's with the plastic impeller, they also fall off. never a metal one. Surprised it never started leaking. I'd say you got your money's worth. -
