It's a student exercise at a design studio.

The object of the exercise was to see how many wrong, tacky, ugly, and plain useless things they could stuff onto or into the one vehicle.

Then they got an A+++.

Most people who do things like this to cars do it to draw attention to themselves and their vehicles. In that way, it's a complete success.

It's what I usually refer to as a "Hey! Look at ME!!!" car.

That thing below the front bumper-grille holds the little "seeing-eye" cars that come out and help guide around obstacles... like trees, other cars and hot chicks.
