Harry it was horrible!
Nevada D.O.T. has, at best, one plow assembly and one salt spreader assembly for use in the entire southern half of the state. These are specifically for use on Mount Charleston, above the 5,000 foot level. It will snow loads there at times.
They, NDOT, plan for the weather that exists 90% of the year, extreme heat. That's why 8" of heavy wet snow in 2008, a record BTW, paralyzed the valley.
Asphalt melts here by 7:00am during the summer.
