For larger circles, use a standard compass with a cutting blade instead of a pencil lead. You don't need to cut all the way through. Just "score" the circle several times and snap the center out. You can also buy dedicated circle cutters for even larger work. -
Mind-over-matter has been shown to have some real, documentable, repeatable validity; consider the efficacy of placebo "sugar pills" for alleviating some symptoms in some patients.

Actually, none of the characters will have access to vehicles, or even have drivers' licenses, so there'll be a lot of waiting for properly masked Uber or Lyft drivers (or possibly autonomous speed-limited vehicles) to show up for the chase...should be exciting. "Can't live in the past" you know.
