It's poor. I wouldn't recommend that anyone use it, since the AMT '71 Duster's 340 small black is light years ahead, despite its foibles. IIRC, it's the same design/parts as found in the semi-recently reissued AMT Cushman Duster/Petty Dart Kit Car kits. The AMT '41 Plymouth's stock flathead inline six is pretty average, too, but if you're building a Powell, you'll want to seek this kit out. ? https://www.makesthatdidntmakeit.com/powell

...which is a totally different kit, other than the body-specific parts. I'm hoping the bench seat and steel wheels which were newly created for the Grumpy Jenkins kit will again be included with this release.

I'm guessing it's an MPC sheet based upon the presence of Hot Curl carrying the surf board and the Stroker McGurk decals. I have this sheet and the back side is blank, so I think AMT can be ruled out? Mark B would likely know for sure.
